A resume is simply a piece of paper that demonstrates your skills and how much you can be valuable.
You should not limit yourself to a one-page document, although it is a requirement in a recruiting process.
You should understand recruiters must eliminate the applicants in some way, even though they might miss a perfect applicant during the recruiting process. Therefore, you must go beyond the resume.
You can use online services like LinkedIn to find a company matching your interest. For example, you want to work in company A. First, you would be searching the company online to gain more information about their projects.
Meanwhile, you should find a way you can collaborate with the company. Additionally, you should improve your skills concerning your research, or create some projects that are similar to theirs so that you will be able to show your interest to them. Then you can contact the company asking for a position there.
Consequently, the scenario above explains to us why you should not send the same resume to every company you are applying for. The reason is that every company has their mission and vision. Therefore, you must consider their skills and projects for the recruiting company while preparing your resume.

Formatting Tips
First, you need a well-designed structure to arouse a recruiter's curiosity.
If you are a student, your resume should have the order above.

However, if you are a professional, it is more "professional" to put experience before skills and education.
You should use black or dark ink to make your resume more simple.
Also, you should not use two columns because you have to make your resume simple so recruiters can easily read your expertise.

The content you will be putting on the paper must be selected precisely as you will be trying to convince the recruiters. Here is the list of some important details about the Content.
